hh：mm：ss格式导致IF语句返回False

以下IF语句不会返回true。 我也尝试过，作为一个公式也是问题似乎是hh：mm：ss格式。 尽pipe列F中的单元格值为“00:15:00”，但它不会返回true，以使G中的单元格值变为“自动closures”。
